Carbon capture and storage deployed before 2050?
Will deployment of carbon capture and storage (CSS) technology have a measurable effect on the global climate between now and 2050?

The word "measurable" is problematic; we don't have a control planet to compare to. "Significant" would be better.

I think it is a good question. However, my answer will be a resounding no! IMHO, CCS defies the 2nd Law of Thermodynamics.
Not a very good question, because the sensitivity of global temperatures to CO2 is under deep discussion. A better formulation of the underlying thought might be "Will there be sufficient deployment of carbon capture and storage technology by 2050 to have a significant impact on atmospheric CO2 levels?"
